Priorities for the Economy, Trade and Rural Affairs Committee

At Compass Cymru, we are committed to supporting the economy, people and communities of Wales through our operations within the hospitality sector. We are grateful for the opportunity to input into the Committee’s priorities for the new Senedd session. There are a number of areas we feel should be strategic priorities and longer term objectives.

Sustainability and Net Zero                                                                                                          

Compass Group UK & Ireland has committed to reaching Climate Net Zero by 2030 and we would suggest the Committee should investigate how best the Senedd, the Welsh Government and local authorities can most effectively support other businesses to make and deliver similar pledges. At the UK-wide level, we have announced an initial £1 million investment fund to support the development of carbon reduction and sustainable food production initiatives. As part of this work, we are committed to collaboration and open discussion and would like to offer our knowledge and experience, should that be useful.   

Sustainability should also be key to future food production and consumption in Wales and the Committee should consider this as a long term objective in both the private and public sector, supporting local and seasonal food use. Wales has such a beautiful natural larder and utilising this is a must for both the planet and for the Welsh economy.  The development of land for food production needs to be enhanced and more innovative farming methods explored in conjunction with food service providers.

Local economy, workforce and Skills Development

We would like the Committee to explore boosting Welsh regional and national economies as a necessary long-term objective. The hospitality industry throughout the whole of the UK is experiencing issues with workforce hiring and retention. This should be considered a priority sector, and the Committee should investigate reviewing restrictions on eligibility criteria for training and funding.

As we move out of the pandemic and adapt to the Brexit-related rules, this is more important than ever. A short term priority for the committee should be exploring how to promote Wales as a desirable place to work and how the Welsh Government is working to achieve this aim and to support local employers and businesses.

At Compass Cymru, we are proud of our commitment to apprenticeships throughout Wales. As the committee will be aware, apprenticeships are a fantastic way to nurture local talent while supporting local enterprise. Businesses across Wales should be encouraged or incentivised to hire apprentices and the committee should look at examples of excellence which will demonstrate to others the benefits of such schemes.

Yma, yn Compass Cymru, rydym wedi ymrwymo i gefnogi’r economi, pobl a chymunedau Cymru trwy ein gweithrediadau yn y sector lletygarwch. Rydym yn ddiolchgar am y cyfle i fewnbynnu i flaenoriaethau'r Pwyllgor ar gyfer sesiwn newydd y Senedd. Mae yna nifer o feysydd teimlwn a ddylent fod yn flaenoriaethau strategol ac yn amcanion yn yr hir dymor.

Cynaliadwyedd a ‘Net Zero’

Mae Compass Group UK ac Iwerddon wedi ymrwymo i gyrraedd Hinsawdd Sero Net erbyn 2030 a byddem yn awgrymu y dylai'r Pwyllgor ymchwilio i'r ffordd orau y gall y Senedd, Llywodraeth Cymru ac awdurdodau lleol gefnogi busnesau eraill yn effeithiol i gyflawni ac i ddarparu addewidion tebyg. Ar lefel ledled y DU, rydym wedi cyhoeddi cronfa fuddsoddi gychwynnol o £ 1 miliwn i gefnogi datblygiad mentrau lleihau carbon a chynhyrchu bwyd cynaliadwy. Fel rhan o'r gwaith yma, rydym wedi ymrwymo i gydweithredu a chynnal trafodaeth agored a hoffem gynnig ein gwybodaeth a'n profiad, pe bai hynny'n ddefnyddiol.

Dylai cynaliadwyedd hefyd fod yn allweddol i system gynhyrchu a’r defnydd o fwyd yng Nghymru yn y dyfodol a dylai'r Pwyllgor ystyried hyn fel amcan tymor hir yn y sector breifat a’r sector gyhoeddus, gan gefnogi’r defnydd o fwyd lleol a thymhorol. Mae gan Gymru stȏr naturiol o gynnyrch gwerthfawr ac mae manteisio ar ei ddefnydd yn hanfodol i'r blaned ac i’r economi yng Nghymru. Mae angen archwilio datblygiad y tir ar gyfer cynhyrchu bwyd ac archwilio dulliau ffermio mwy arloesol ar y cyd â darparwyr gwasanaethau bwyd.

Datblygiad sgiliau, yr economi leol a’r gweithlu

Hoffem i'r Pwyllgor archwilio’r ffordd orau i gynnig hwb i economïau rhanbarthol a chenedlaethol Cymru fel amcan hir dymor angenrheidiol. Mae'r diwydiant lletygarwch ledled y DU gyfan yn dioddef gyda phroblemau llogi a chadw'r gweithlu. Dylid ystyried y sector hwn yn flaenoriaeth, a dylai'r Pwyllgor ymchwilio i adolygu’r cyfyngiadau sy’n bodoli ar feini prawf cymhwysedd ar gyfer hyfforddiant a chyllid.

Wrth inni symud allan o'r pandemig ac addasu i'r rheolau sy'n gysylltiedig â Brexit, mae hyn yn bwysicach nag erioed. Yn y tymor byr, dylid blaenoriaethu’r ymchwil ynghylch  sut i wneud Cymru yn lle dymunol i weithio ynddi, a sut mae Llywodraeth Cymru yn gweithio i gyflawni'r nod hwn ac i gefnogi cyflogwyr a busnesau lleol.

Yn Compass Cymru, rydym yn falch o'n hymrwymiad i ddatblygu prentisiaethau ledled Cymru. Fel y bydd y pwyllgor yn ymwybodol, mae prentisiaethau yn ffordd arbennig o feithrin talent leol tra’n cefnogi menterau lleol. Dylid annog a chymell busnesau ledled Cymru i logi prentisiaid a dylai'r pwyllgor edrych ar enghreifftiau o ragoriaeth a fydd yn arwain y ffordd i eraill.
